The Continuing Dilemma of Property Insurance in California in 2025
Course Objective:
1. Summarize the various causes of the ongoing availability crisis in the California property insurance market;
2. Provide a detailed explanation of Insurance Commissioner Ricardo Lara’s Sustainable Insurance Strategy and the status of its implementation as of Spring 2025;
3. Explain the elements of the Insurance Commissioner’s legislative agenda in the 2025 California Legislature to address property insurance problems, and other actions CDI has taken in the wake of the Los Angeles wildfires;
4. Describe current conditions in the California FAIR Plan, including losses sustained in the Pacific Palisades, Eaton and Hughes fires in January 2025, litigation over smoke damage and other claims issues, the status of the $1 billion assessment, and enhanced residential and commercial coverages ordered by Commissioner Lara; and
5. Discuss best practices for minimizing or avoiding liability in selling FAIR Plan policies and calculating insurance-to-value when selling replacement cost policies, including a review of CDI regulations on point.
